📣 FOR IMMEDIATE RELEASE
Social Justice Complaint

Keansburg, NJ — June 2026 — Echo News TV LLC is issuing a formal public call for immediate federal and state intervention into the ongoing neglect, safety failures, and alleged misuse of federal housing funds by RPM Management, the operator of The Cove by the Bay, a six‑year‑old mixed‑income housing complex in Keansburg, New Jersey.
Residents report that one or both elevators have been non-operational for extended periods, forcing children, seniors, disabled tenants, and working families to climb multiple flights of stairs daily. This is not a minor inconvenience — it is a public safety hazard and a violation of federal housing standards.
Tenants also report:
Black mold in multiple units
Fire escape concerns
Unfinished or poorly constructed building components
A federally funded swimming pool that was promised but never built
Chronic maintenance failures
Possible displacement pressure tactics
Echo News TV LLC has reviewed tenant statements, including the following:
“The Cove by the Bay has both children plus senior citizens who have to walk down flights of stairs as a result of their inability of managing to keep both of the elevators operating is ridiculous.”
Additionally, residents allege that the disrepair may be intentional, stating:
“Some tenants share that they are using the disrepair of apartment complexes to force American citizens out of the affordable housing units so that they can illegally sell the affordable housing units.” 🔥 “THE ELEVATOR TO NOWHERE: Inside RPM Management’s Neglect, Broken Promises & the High Cost of ‘Affordable’ Housing in New Jersey” 🔥
If true, these actions may constitute:
Fraud
Misuse of federal funds
Violations of the Fair Housing Act
Violations of HUD Housing Quality Standards
Violations of the New Jersey Law Against Discrimination
Breach of federally funded development obligations
Echo News TV LLC is calling on:
HUD’s Office of Fair Housing & Equal Opportunity
The New Jersey Attorney General
The Division on Civil Rights
The Keansburg Housing Authority
…to launch a full investigation into RPM Management’s operations, funding usage, and compliance with federal and state housing laws.
A Pattern of Exploitation in Affordable Housing
This case mirrors national patterns of misconduct, including the D.C. Razjooyan slumlord case, where landlords allegedly defrauded the government of over $16 million while leaving tenants in hazardous conditions. Attorney General Schwalb Files RICO Lawsuit to Dismantle Razjooyan Slumlord Empire
Affordable housing should not be a playground for predatory practices. It should be a safe, stable, and dignified foundation for families — especially Black American families who have endured generations of economic disenfranchisement.
Echo News TV LLC’s Commitment
Echo News TV LLC will continue to amplify tenant voices, expose systemic failures, and advocate for accountability. Our message to residents is simple:
You are seen. You are heard. And help is on the way.
