Keansburg, NJ — June 2026 — Echo News TV LLC is issuing a formal public call for immediate federal and state intervention into the ongoing neglect, safety failures, and alleged misuse of federal housing funds by RPM Management, the operator of The Cove by the Bay, a six‑year‑old mixed‑income housing complex in Keansburg, New Jersey.


Residents report that one or both elevators have been non-operational for extended periods, forcing children, seniors, disabled tenants, and working families to climb multiple flights of stairs daily. This is not a minor inconvenience — it is a public safety hazard and a violation of federal housing standards.


Tenants also report:

  • Black mold in multiple units

  • Fire escape concerns

  • Unfinished or poorly constructed building components

  • A federally funded swimming pool that was promised but never built

  • Chronic maintenance failures

  • Possible displacement pressure tactics


Echo News TV LLC has reviewed tenant statements, including the following:

“The Cove by the Bay has both children plus senior citizens who have to walk down flights of stairs as a result of their inability of managing to keep both of the elevators operating is ridiculous.”

Additionally, residents allege that the disrepair may be intentional, stating:

  • Violations of the New Jersey Law Against Discrimination

  • Breach of federally funded development obligations

  • HUD’s Office of Fair Housing & Equal Opportunity

  • The New Jersey Attorney General

  • The Division on Civil Rights

  • The Keansburg Housing Authority

…to launch a full investigation into RPM Management’s operations, funding usage, and compliance with federal and state housing laws.
